Wind chill is the combination of temperature and wind on human body. Wind helps evaporate the sweat of skin, what slowly cools the person. You counts it for show, as far as cold feel outside when wind assembles himself with cold.
It depends of the heat loss of body. Even so it does not do stuff cooling under the real air temperature. Frostbite will not happen if air is above 0°C, regardless of wind.
Wind Chill: Dangers and How to Stay Safe

Light blue shade shows risk where frostbite start after 30 minutes. More dark blues and purples signal important danger where it comes in 10 minutes or more slowly. Purple is 0 until 5 minutes, dark blue 5 until 10, and blue 10 until 30.
The wind chill calculation does not count for entirely covered person, because it considers bare skin.
For stay safe, wear insulating gloves, warm boots and thick long clothings. Use hoods with drawstrings, that can close around face. In wind protected tent with sleeping bag will not be problem.
Observe the noses and ears for signs. Unusual work as pushing of RVs are hazardous in cold. Confine time outside during dangerous colds and wind chills.
Too long stay cold expand the risk. Wind chill of -72°F come from -45°F with 10 mph winds and give 10-minute frostbite time.
